try inserting the windows disk
first in bios make your first boot device the cd player or dvd if that is all you have,
then boot off the windows cd,
at some point it should ask you if you want to repair windows, use that
this is not perfect but gives you a chance to keep your personal stuff,
if you have a pre-installed windows then if you did not make a backup I dont know apart from going to a firm that may be into system recovery, to get the personal stuff back, or plug your harddrive into someone elses pc and try to get it back with recovery software,
although its possible that a virus screwed up your windows install, so you dont want to put that on someone elses pc,
anyway try a repair job if you can,
apart from that its the old format and reinstall routine

Does it halt at a flashing white line? (like the command prompt line)
Can you atleast enter the BIOS? Can you do anything? I doubt it magically got corrupted.

I also doubt it magically corrupted and theres on a white flashing line when i hold a button on a keyboard. Oh and i did nothing risky to corrupt it except maybe turn it off on the turn off button (on the computer)

1.Did you download any mods/tamper with the program file/Disk?
2.Is the disk scratched?
3.Did you check if there is something wrong with explorer.exe?
4.Something wrong with computer/Disk drive?
Comments: Try doing a virus scan...there might be something biting away at the disk.
Gotta check these things..
