What is Cheat Engine Server for? It comes in your CE folder. Is it a packet editor.... ???

It is a server exe that allows you to scan memory on a server pc remotely through the client.exe.

Lets say you have a lan, and charlie hosts a game, You run the server on his machine and you connect on yours and scan for memory on his for cheats.

It's also useful for Full-Screen games that don't like tast switching. You need 2 computers tho. I use my desktop and laptop so it's no big deal. I used the client/sever a couple times in 5.2 I think, maybe it was 5.1, but I remember I had a lot of problems with features not working right; don't know if it's been fixed or anything. I imagine the client/server isn't as updated as the main exe, since not as many people use it.
