No with a resource editor kinda program thats been designed to keep compatibility even if I change the userinterface.
I've managed to make it so that you can now also add your own language without my help, so I gues I can put some links here:
the translation program is at:

the files needed for the translation are at:
http://www.cheatengine.org/cetrans.rar
How to use it:
first extract etm somewhere and run it.
go to tools->options->packages and click add
then select all the .bpl files and click on open
extract translation.rar somewhere else
with etm click file->open. (or just the open icon)
go to where you extracted translation.rar and open cheatengine.bpr
That should then set the base language to English (US) and already check at least Russian and Dutch.
To add a new language select the checkbox of the language you want to translate to.
It will then create a folder with the extension name of tbe language you selected. (e.g: German creates a DEU folder)
Then go to the tab workspace and after doing some processing you'll see the available languages.
Go to the language you want to translate and start translating.
Also, if you're editing a form(thats a window) you can get a preview of how the form will look when translated by pressing one of the buttons on top.
When you've translated a part or are done just send the language folder you made to me and I'll compile it and send it back allong with the latest user interface changes.
Oh yes, please inform me or post here when you're going to translate Cheat Engine, else we may end up having 12 times a translation of the same language

I'll translate it into German.
That'd be the 3rd program i translate, after hksfv (sadly the program's dead now..) and amule (amule.sf.net) so i have some experiences and i hope to make use of them in order to do a good job at this one.
I'll translate it tomorrow, sorry atm I'm unable to...

Proteceeding smoothly...btw what's up with that "Oh no, you found me" stuff...lol...and the lame game...omg..where is that anyways?
Cannot find a proper translation for 'blaaaaaaaaaaaaaaaa' what 2 do? ...
k...after 8 hrs straight finally finished...well not completely straight i did eat after all..and hey I type really fast and it took me that long, didn't expect there was more to translate than in amule...geez...if i think about it how much it was to program I'm getting dizzy...so this is a very small token of my gratitude...will send the /DEU folder winrar compressed to you in an e-mail...

'blaaaaaaaaaaaaaaaa' is the default description of a address entry in CE. But as soon as you add one the text gets changed into "no description" or what you specified. (So you'll never see it)
But if you really want to translate it: Replace it with a description of when people are talking and you're not interested...
The "Oh no! you found me" popup becomes visible if you press the popup key(if you have one) on your keyboard when in the window that tells you the bitsizes are different.

i know you cannot see it as i saw it in the preview...i was just kidding about what to translate it to...nobody'll read it so who cares? i just left it as it is...and yeah i decided to compress also the root of the translation directory (without the RUS and NLD folders) in case something was changes there in order to list the german translation...my upload is a little slow but be sure to have it within half an hour...
oh yeah...the error message strings or whatever they were...they were freakin' hard to translate...it wasn't that slow because of my slow typing speed (i type faster than i talk,...omg i don't want to image how fast darkbytes types ).

I could try to translate some of the text in french, but in the WorkSpace of ETM, do i have to modify something in forms ? and must i respect the number of letters when i translate the words ?

You can modify forms if you like. E.g, increase the size of a button if the text doesnt fit, etc...
Only thing you must think about when changing the text is when there is a % in the text make sure the character behind that are the same.
example:
"Access violation at address %p in module '%s' ....
just dont change %p or %s into something else or it'll cause problems when those messages are shown. Also dont change the order in wich they are shown. (So dont change it to ...%s ... %p )
a valid translation could be:
"Dark byte screwed up at address %p in file %s "
edit:
Also, text with a & in front of it makes the character that follows it underlined and responses to that key when pressed.
example: "Yes" and "No" would be "&Yes" and "&No"

lol go correct some of the minimal mistakes...so minimal that they're not worth looking at it. If i remember correctly there were few words that were once lower case and once upper case. . but j/k...bad luck whity, translations from english->english aren't needed...maybe english-->n00bish ?

You can translate it to "L33T $P34K" if you want ;)
I forgot to mention one other limitation when translating:
when you want to use a ' or " put a \ in front of it.
so:
"What's your name?" must be typed as "What\'s your name?"
There are also other occasions when you need to use the \ to get the right character but \' and \" are the most important

The internals of CE are mainly api calls and some code using pointers.
pointer stuff:
Just where you see a @x or addr(xxx) replace it with a &x
and when you see a (xxx)^ replace it with a *(xxx)
api calls:
just copy/paste it and when you see a @ replace it with a & and make sure you've got those variables declared
functions:
You'll have to make sure that the call by reference parameters are correct.
porting the userinterface to c++: I recommend c++ builder. (you can basicly copy/paste it from the delphi source) But if you want to use visual c++ or other compiler prepare for some extremely boring userinterface design...
Also, some time ago I've made a attempt at making a c++ version but got bored when starting with the scanning stuff. (process list and other stuff is already in) It's in the cvs under the name "Cheat Engine BCB"
