Try doing some of the stuff mentioned above offline. Even if you have to pull the cord out of the computer or router.

If this works, you have a live, joint virus/hacker attack.
Or, you have a virus that uploads other viruses to your computer.

Configure your ram in msconfig.exe and select what programs you want to run and what cant in your boot and scan winlogon.exe the virus has hooked to winlogon.exe and is a Trojan-horse manipulating your router and gaining control to your computer.

1. disconnect your computer from internet
2. go into your config and select the virus's path and disable it
3. scan your computer and delete it
4. reset your router
5. connect your internet cable to your computer
6. go to your routers ip address
7. login into your router
8. change your password and block the incoming ip address (the hacker's) to your computer
9. get revenge back
