Everyone likes to use new technology, who doesn't?
It's like buying a car, if you have the money, you will be looking at the latest model with all the features and doo dads, but if your on a tight budget you need to go down the line to see which on fits the bill.
OP's budget is $300-$400 and less is better
OP uses it for photoshop, music, psp, etc, but one thing he wish to have is to play L4D2 on high.
My reason for that build is to have something cheap while OP gets his wish granted, now I haven't play L4D2 so I'm not sure how much hardware is going to tax on it.
The grand total is a bit over budget, but not a whole lot. Just $13.60 and one thing is his mother is footing the bill not him.
And for the graphics comparison in terms of memory bandwidth.
HD4670: DX 10.1/128bit/GDDR3: 12.8GB/s
HD5450: DX 11/64bit/GDDR3: 12/8GB/s (DDR2 is 6.4GB/s)
HD5670: DX 11/128bit/GDDR5: 64GB/s
I wanted to throw in a HD5750 or HD5770 but that won't be possible.

Also since I download lots of music, PSP games and movies, I might need a bigger harddrive?

Well either go with a 320Gb drive or a 1tb and a 1 tb is 80 bucks so yeah. Go with a 320Gb atm

I'm not "dicking" around, my mom said 300-400 dollars for whatever computer parts besides graphics card, I can spend like 150$ on a graphics card.

With all the discounts, this is a pretty good build IMO. Couldn't afford the GTX 460 though, but I racked up the PSU and CPU with available leftovers.
