The operating system can't be found because the drive containing the operating system is physically dead. A lack of storage devices won't cause a system to fail to POST, but you certainly won't be able to use your system for any practical purposes.
I suggest burning a live CD of a linux distro (such as Ubuntu); if you can boot from the CD into a functional OS, even if it runs slow, the rest of your system is still probably fine.

Zarr said most of the system (besides storage) is probably working fine. That means you could boot to the installation media, but it wouldn't do you much good since there's no drive to install to and the CD does not contain a live operating system.
