The HD4850 is a great card.

CUDA is only nVidia, also there is nVidia 3D vision, and nVidia/Ageia PhysX
nVidia is the best for gamming at the moment.

Not sure how you count, but the 2nd one mentioned cost $999 since you don't want to spend pass $1200.
The extra $200 left is for a monitor that is if you don't have one yet.
Although these Dell uses the latest Intel processors (Core i7) their graphic cards sets them as multimedia desktop where encoding or watching a Blu-Ray does not require you to have a beefy card. The ATi Radeon HD 4350 will the job done.
The HD 4850 is still consider to be a good gaming card for those that have a money limit.
The XPS 630 has a larger chassis therefore a user will be able to install long cards, but their specs aren't the latest. The only cool part about Dell's XPS is their LED coloring (certain models) where it lets you change it through the bios.
