I currently have a XFX GeForce 8400 GS.
Budget: $100, would prefer less though.
Should I get two Sapphire Radeon HD 2400PRO for $30, two Powercolor Radeon HD 2600PRO for $40, or just keep the one I have now?
What should I get?

So would getting one 9600GT run better than two 2600PROs? Im open to all suggestions. My budget is $100 but I would prefer not to spend it all.

Buying dual cards at low price points is pointless. The only time to Crossfire is if you have 4850's or better.
Get a single good card.

There is a HD4830 if you think the HD 4850 is still too expensive.

Those cards are really bad, even with SLI you wont get better performance
Go wtih a 8800 GT 100$ or atleast 8600

Cheapest is 120 on sale after rebate. Budget is up to $100.
You can find a 9600GT on newegg for under 100 dollars, if you're dedicated to nvidia. I'd go with a 3850 if I had a choice, around the same price.

IDK, I wouldn't say I'm dedicated to NVIDIA, I just prefer it, no reason really.

If I remember correctly, in order to get sound for HDMI out of the card, you must use the supplied DVI to HDMI adapter otherwise it will not work.
Looks like MSI decided not to included it in the package.
