Sucks. Could be improved substantially; do more 'researching'. I'd also recommend attempting to build your own computer, or find a shop that may be able to 'compile' up a rig for you. It's generally cheaper and you'll get a way better rig for a good price.

It really depends on what you want to get out of it.
If possible, upgrade the graphics card.
Check the requirements of the games you'd want to play before making a decision, you can always go the custom-build way and get better products for your money.

The 3450 will not be able to play current games on decent settings and resolutions.

Will it game? Sure. Will it game well? No. You need a decent graphics card to game well, 3450s suck and won't run anything at a half decent FPS unless you set everything to low settings, and then you're missing out on a lot - if you want PS2 graphics then get a PS2. Also, AMD CPUs suck.
You can build a decent intel-based computer with a 4850 for $500-$600 if you do it right, pre-built computers are a waste of money.
