After many testing runs, I've come to the conclusion that Flash is the easiest to mock the effect with. Photoshop is the second easiest, but requires more steps. Plus, Flash uses vectors so I can resize it and stuff without losing quality.

So, if you really like using this technique, it's probably best done in Flash.
