Not good, has many problems with jedi code library (required for a lot of programs you might want to compile, including ACTools)
edit: you forget to mention it is just a stripped down barely-functional version of delphi 7, not an upgrade as 7.2 might suggest

Oh, sorry. I don't know much about delphi.
Edit: But would it work for general purpose stuff?
Edit 2: Wait, I looked at the torrent description, and I found this.

As Delphi 7 SE is based on Delphi 7 Professional, the JCL will believe that it
includes the CLX, and will try to compile packages for the CLX. To avoid this,
make the following change in the file "jcl\source\common\JclBorlandTools.pas":
function TJclBorRADToolInstallation.SupportsVisualCLX: Boolean;
begin
Result := False;
