Theres a unity engine game called Elin, and cheat engine's speedhack function used to work on older versions (latest i tested was 23.61), but from version 23.66 onwards, cheat engine's speedhack function has no effect at all when toggled on.

Why is that?

Perhaps it enabled fps limiting. Try force disabling any fps limiting in your gpu settings. f-sync, g-sync, fps limit, rate limit, fps target, frame target, etc...

Thanks, turning off vsync fixed it.
