error when trying to install new update???

So i downloaded the new version of CE and got this error. I uninstalled old version thinking that would fix. my fire wall is down and off, i have ran as admin, changed temp to C:\Temp after creating new temp folder. nothing is working and i cant understand. i havent downloaded anything new that would change anything writable to my knowledge. i did however just put in a new HDD. not sure if that would be an issue though. my old version (7.2) was working and running. Just wanted to update and now that i uninstalled i cant download old version now. Any help will be appreciated.

**Just uninstalled 7ZIP and reinstalled and that worked fine.
