How do I cheat?

Whenever I try installing CE 7.1 it doesn't seem to work. When I run CE as admin the only thing that shows up as "Windows cannot access the specified device, path, or file. You may not have the appropriate permissions to access the item." instead of the cheat engine install process. This is without anti virus protection by the way.

disable windows defender reputation based protection
