How do I cheat?

| Anybody else having the same problem? I've already tried turning smart screen filter off and turning my anti virus off.

Do an anti virus scan. Perhaps something has modified the downloaded file on your computer. (Or the download gets corrupted somewhere down the line)
(Refresh the download page a few times for a different link)

I tried the virus scan and it mainly flagged trainers for my games other than that nothing else and refreshing the page didn't help, but thanks for the ideas anyways. I tried downloading cheat engine 6.5 through other browsers (FF, Google chrome, Chameleon, tor, and IE {IE was the one having the corrupt or invalid error}) and I usually get an error message stating Windows cannot access the specified device, path, or file or I don't have permission to run the .exe which I ran as administrator, but it states I don't have permission to run it on admin.

Well... I have a bad news for you. If not a virus it can be corrupted win files.
Try to do sfc /scannow I bet google will help you with that 
And check your system for virus activites using boot cd. You also could use google for that =P

^On the contrary, the malware or in other words the antivirus installed on your system is blocking cheat engine download. Temporarily disable your AV and then try downloading CE.

Checking the file size could help to see if something is forcefully aborting the download or something.

I had the same problem. Unfortunately I could not solve this problem downloading 6.5
However, I noticed that the downloads were coming from mirror3.cheatengine.org so on a hunch I typed 'mirror2.cheatengine.org' into the address bar and downloaded 6.3 with no problem whatsoever
