| Would you be able to use this for consoles (such as PS2, PS3, XBOX, XBOX 360, ETC.)? If so, how would you go about doing so. Would be greatly appreciated if my question could be answered.

PS2 would only work via emulator (PCSX2 for example). You can attach CE to the process then.
Other than that when it comes to console gaming it's mostly save editing (Which just modifies an existing save file basically) or you run actual trainers through modded consoles.

yes. the theory. not the program.
memory editing is possible and done with most cheating devices on consoles such as codebreaker, gameshark
