From Google, one of the things mentioned is due to a registry value.

Try and navigate to:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Lsa\fipsalgorithmpolicy

If this is set to 1, change it to 0 and restart.

Another hotfix is listed here:
