What's the best way to find out whenever game has been started? I'm not speaking about finding whenever the exe is started. I mean is there any other way when game has been loaded up 100%?

In some cases a game will use a scene management system of some sort which typically attaches an id to the given scene playing. You could try finding the scene id of when the game is fully loaded, vs. when its at the loading screen, the menu screen, etc.
