Despite that fact that this is really low res stuff and shouldn't be very time consuming, I just can't figure out how to replicate the effect. Anyone have any ideas? I feel like there has to be some sort of trick, like they draw the scene and then apply some filter to it.

It's that old?
Well then it's not the art style that you're looking at, just a 256 color display.

This is not an old game. I think the original release date was last february and it released on steam recently.
