This has happened for the third time this week, never happened before. It also happens randomly, I notice it happens after I open a program. Today it happened after I opened Excel, yesterday it happened after I opened Safari and I don't remember about the first time.

Here's what happens, it seems to be a problem with explorer, but I'm not sure? After I open a program, the mouse pointer will have the rotating wheel, the busy thing. Then it'll stay like that until I log off or restart the computer. I can't click on anything in desktop or taskbar, but I can click on windows that I already have up. If I try and alt-tab, the alt-tab screen will get stuck. I can still use any programs that are already up, though. I can also get to task manager (by using control, alt, and delete) but once it opens I can't do anything with it. The window is blank.

Today, I fixed it by, I don't even know how, I kept trying to hit alt-tab and windows just went back to normal. I tried reopening Excel, since this happened right after I tried to open Excel and it didn't even open it, but Excel opens fine. Any ideas?

Sorry if it's a bit long, I couldn't find an easier way to explain what happened.

Check in the Event Log to see if any application or system error events occurred. Also if you can get to task manager, you can move by using the Tab key. Press Tab until you get to file, once on file press Enter should open the drop down, once open type without quotes "taskkill /F /IM explorer.exe" This will kill any instance of Explorer. Once done in Task Manager Tab to file again press Enter this time type explorer in the Window. It should reopen a new instance of Explorer. See if your mouse begins working again. If it does you can try a system restore to a point before this began. You should also try a new mouse if your mouse isn't wireless. If it's wireless change the batteries before you try all this. Of note any application you have open that doesn't rely on Explorer, will still be open using this method. I use it at work quite often to switch from a normal user session to an Administrator session, the difference is that I'll start cmd.exe using Run As Administrator.

I believe it might be, "The Windows Error Reporting Service service entered the stopped state."
