run a divider, you don't need to keep it 1:1.
How does one run a divider? My ram OC's with my fsb of course so my ram is actually at 1620mhz because I underclocked its ratio to 1:3 instead of 1:4.

depends on the motherboard, my gigabyte board calls it system memory multiplier and makes every effort possible to make it as confusing as possible at first glance.

2.00 is 1:1 for me

at 3ghz my fsb would be 333.
333 fsb * 2.40 = 800 (so 400 effectively)

400 / 333 = 1.2 (roughly)
6 / 5 = 1.2

2.40 is 5:6
Yea thats my ratio I think. My board by default is 1:3, but my ram needs 1:4. My OC sets it to 1620mhz on a 1:3 so no need to set it to 1:4 to get the full speed. I guess it works either way.

Often crappy RAM can be a serious bottleneck. I suggest Corsair or Kingston, though GeIL or G.Skill aren't too shabby. If you're from the UK, Overclockers UK has a huge sale on RAM this week. I picked up 2x2GB Corsair PC12800 C9 for £41.

On the config side, stick with what slovach said. You can push that CPU significantly higher than you had it at. My old E6600 was hitting 3.0GHz easy, and my i3 550 (stock 3.2GHz) hits 3.8GHz no problem on a stock cooler without overvolting.
