Tried to load Stronghold 2, but it just has a black screen with Out of Frenquency message.

Looked it up and it said to change the hertz, mine is currently set on 60, none of them changed anything? I used to be able to play it fine.

Try dropping the resolution. Then start the game, then exit the game cleanly, reset resolution back to your original settings.
