Do you have any IP Filtering software? If so, remove that as well.

Try disabling UAC (you really should just have it disabled anyway), and run steam.exe as administrator (actually right click and click "Run as Administrator," just being on the administrator account isn't enough).

Edit: Also, boot up in safe mode with networking and try running Steam.

I've disabled UAC and tried running it in admin mode. I would try booting in safe mode, but I've noticed that my registry is fucked up and steam isn't the only thing having problems. I'm just going to reformat :\

Are you using Peerblock? If you are, disable it.
