Hacking is when you alter software or hardware in a way that is not normally intended.

Therefor console "mod chips" should be correctly called "hack chips", but it just wouldn't sound as good.

Modding is generally referred to as adding custom content, but can be considered hacking if it involved adding content in a way that is not normally intended.

But those are the strict definitions. Keylogging is often called hacking, hacking is often called modding. The problem is that they are typically used as slang words, so their general definitions are debatable.
