Hey its me again just asking a quick question. I bought a dual core processor with 3000mhz. However using asus smartdoctor it says the processor is running 2092 mhz and graphics running 1046mhz. I'm really confused and need help.

The CPU throttles its speed according to what your doing with your computer. When your not running anything intensive, it slows it down to save power and when you need it, it will boost it back up. Same with graphic cards.

Are you using integrated graphics? (You don't have a graphics card connected to your motherboard)

Ok, only thing OB-GPU uses is shared RAM, so it's not stealing THAT much of your processor, I think your GPU is sharing 1046 of RAM and your processor(AMD by the souund of it) is using cool n' quite. simply disable it in the BIOS if you find it useless?
