ISP's do tend to block ICMP scans thanks to the ICMP storms of old. That table you posted I'm not quite sure how to interpret that data. It shows nothing about ping between systems, it seems more like packets were dropped.
From command prompt
ping -n 10 <IP> > ping.txt
tracert <IP> > trace.txt
Post contents of each scan.
