which shows a watermark of an image i choose on my screen, But i have to be able to trace it when i'm in a drawing program. Is there any program that could do this? |

Got photoshop? Sounds like what you want it like a light box, light is behind a clear pane of glass you put down your image lay trace paper over it and trace out the image below.
If that is about what you are looking for, photoshop can do this, create a new layer drop the opacity of the layer to below 60% or more (depends on your liking) create a new layer on top of this. On the original layer drop your image, on the new layer trace.
Once done either delete the bottom layer, or hide it before you save your file. _________________

I was more looking for a program which allows me to trace any picture on any program i want. |

I mean I'm sure there's some tool that will let you drop the opacity of a window, and then you could just make the window always on top. But depending on what you are doing the photoshop thing might be easier. _________________

Let's say I want to trace an image onto this site, http://www.billybear4kids.com/Learn2Draw/PaintProgram/drawing.htm
It would be possible if I could lower the opacity of my browser, but I don't think that's possible, right?

This might be exactly what you're looking for.
