I noticed utorrent started to make it so that anything else that required a connection to the internet was blocked out. None of the browsers work while utorrent is downloading. I was wondering what I could do to make it so that it doesn't take up the entire connection limit.
I've tried limiting how much utorrent was able to download/upload per second. When I first began using it, it was set the unlimited kb/s. There were no problems at all. Then recently, the problem I've explained above began. I've set it to 500 kb/s, then 200 kb/s, yet I'm still running into the same problem.
Any help would be great, thanks.

Goto speedtest(dot)net test your connection without uTorrent.
How many torrents are you downloading? How many are you seeding?

Yeah but you are seeing nothing as far as upload. Have you checked your outgoing port?

What happens is when your torrenting your upload is being saturated, so nothing else can be done.
Just limit your upload to 1-5KB

Okay, I've set my upload limit from 100 kb/s to 5 kb/s. Not sure if that changed nothing but...
I honestly don't know what to do with they ports.

What I thought too, but I wasn't sure, because I used to have download/upload limit set to unlimited. Now my problem comes up, and I've already tried setting the limits lower. Upload limit is at the minimum, and download limit is at 200 kb/s.

if it's not bandwidth, then you've probably pegged the windows connection limit.
google and you'll find a workaround.

You've saturated your upload speed, your browser can't send the requests out to retrieve web pages.

I also notice your speed test shows you are hosted through dawn, are you running the dawn Secure Sweet?

Nope, I'm not running Dawn Secure Sweet. What is it on my speed test that shows that?
