You may have to hang up that 400 dollar price tag, depending on your version of PS.
I am currently running L4D2 full eye candy and CS4 on GeForce 9800 GTX, and E8300. At the time I built it, last year, system total was around $800 minus OS and extra 1 tb drive.

That price didn't include the software, that was hardware only. You will want a higher end graphics card if you want to take advantage of the 3d editing tools in CS.
Are you using CS5 now? If yes, what's the system specs you are using.
Well yeah the 800 was for components, that I wanted specifically in my system a lot of that cost was ram. I also do a lot of 3d rendering on that system.
For about $800 you can get a really nice laptop from Bestbuy these days.

What model laptop?
It will give you a jumping point for minimum parts specs.

Also this is slightly future proof as the board does support x6 amd cpu's
the msi 870a-g54 is 99 bucks has usb 3.0 and sata 6gbps
power supply (450) is close to how much this guild uses, so you might want to buy a BP550 if you want to run a nvidia gtx 460
Also seriously Ahmung you can run photoshop on a intel gpu and dual core laptop cpu. You obviously don't know a lot about computer hardware.

Phenom I's are extremely shitty, also DDR2 is already outdated so when you buy that your pc is already outdated.
Seagate HDD's are really bad at being alive long.
Also that is an old crappy mobo.
Also a 210w power supply so yeah no gaming on that.

Nothing under what saif posted is really going to be very good, just buy that. Good computers aren't 300 bucks, it's a fact of life.
