These are the ones I have.

Marts Monster Mod - 100% recommended. Makes the game much better.
Kvatch Rebuilt - Haven't used it yet, makes kvatch a proper city with an arena and shit again.
Better Cities - Not sure how good it is. It never installed properly for me, so iunno if its any good.
Oscuro's Oblivion Overhaul - 100% recommended. Changes so much I cannot bother noting it. Pretty sure it made the game look a LOT better too. I have a good computer (Can run crysis on very high and still have 30FPS) and I still only get ~45FPS in combat in the city now.
Dragon Knight Armour - Makes the dragon knight armour not look shit, but optional due to preference.
Unofficial Oblivion Patch - 100% recommended. Fixes thousands of bugs that Bethesda didn't bother fixing.
Unofficial Shivering Isles Patch - As above.
Moremerchantmoneyv1.1 - Optional, I didn't use it that much. Gives merchants a bit more money so you can actually sell things.
Ethereal - Armor Imperial Legion Edition - Optional due to preference. It changes what the guards armor looks like, from eh to good.
Bag of Holding - I enjoy this mod because I was sick of having max bag space. It gives you a small bag with unlimited room where you can dump everything in so you don't get over-encumbered.
Mythandlegends - Adds gameplay, I forget if its any good.
300 Combat Sounds - Makes sounds a lot more realistic, I like it.
Realswords - Adds a lot of swords in the game, though I think they were a bit overpowered.
Real Lights - Great mod. Makes the lights look much better.
Nascosto Isles 3 - I forget if its any good, adds gameplay.
Adonnays Classical Weaponry - Adds more weapons
PersuasionOverhaul - Highly recommended. It makes persuasion not a useless, annoying skill.
The Lost Spires - Adds gameplay, N/A if its any good.
Natural Weather + Water + Habitat + Vegetation - Highly recommended. Shit makes the game look much better.
Return of Shadows - Adds gameplay, can't remember this one either.
Brotherhood Renewed - Above
Slof's Oblivion Goth Shop - I forget what this one does. I assume it opens another shop or something.
SentientWeapon - Above. Think it gives weapons.
The Mystery of the Dulan Cult - Yet to use, adds gameplay/
Mystery of Mausoleum - Yet to use. Adds gameplay.
