i used this program
http://unetbootin.sourceforge.net/
and apparently im running ubuntu off of it, but how come i cant like install Wine and stuff, im guessing like this isnt the complete version right?

For some reason UNetbootin has never worked for me. I just do what UNetbootin does but manually.

Try
sudo add-apt-repository ppa:ubuntu-wine/ppa
sudo apt-get update && sudo apt-get install wine

Why are you telling him to download wine via internet to begin with?
Place the wine package on your usb pen and install the package from there...

Because using a repository means updates with patches by Ubuntu and Debian.

Do you have internet access whilst on Ubuntu? If yes, go to System > Administration > Software Sources and make sure the first 4 boxes are checked. Possibly change the server
