What or how do I get a higher download rate?
I have a friend who can download at 2mb/sec, which I get 78kb/sec.
I use DSL, and so does my friend, does he have a better plan or something?

Yea it depends on which ISP he has and what plan he is using
and sometimes it depends on what you download

Buy a better service plan. If that does not help your modem may be having an issue or you're getting throttled by the ISP.

Things that affect your speed:
Your plan - Buy something better?
Your Modem/Router, Filters & Phone Cable - Use high quality cable, don't have a 20m cable when you only need a 5m one.
The download source - Are you using a pay site that allows users to download free but at a capped speed?
Traffic - Peaks in internet traffic will affect your speed. Maybe download during the night?
Your location (distance from exchange) - This cannot be helped easily.
Other programs or users downloading on your connection - Downloading 20 torrents and wondering why they all run slow? Sister downloaded the latest music with total disregard to your connection? Sort it out.
Some can be changed. Some cannot. Deal with it.
