It means that you have too much memory
The game has been programmed to think that it's possible to have a negative amount of memory, and thus interprets anything above 2 GB as a negative value

Use this command
-heapsize 1048576
This will allocate 1gb ram to CS:S and might fix the issue. It goes in advanced launch options.
Also, chipset? |

I just downloaded CS:S from thepiratebay |
There is your issue. Fork up 19.99 to steam and you can play all servers and not have that issue. Pirated valve games never work properly and are always banned from vac protected servers. |

Ask a friend who has availability to credit card or paypal to gift it to you and you pay him in cash.
