I have a bunch of keyboards and random USB cables and crap from older computers and I was wondering if I can cut the end off a PS/2 cable from a mouse or keyboard and wire up a USB end to it. Not sure if it would work so I figured I'd ask you guys before I try it out.

No, the internal chip doesn't know how to interact with a USB port.

Don't do it manually.
Just go down to any local PC store and ask for a PS/2 to USB converter.
