Tl;dr my comp with Vista installed won't boot.

It says to insert the Vista install disc and repair from there.

However I don't have a working cd-rom drive on that comp so I was wondering if I could do this with a USB.

So far I found a promising solution, but I cannot use it since I have no access to torrents on the comp I'm posting this on.

Could someone help me find a way of getting this onto a USB without torrents/admin privileges?

if the comp can boot from usb hdd then yes. Check the bios boot options.

I'm like 90% sure it can, but I have no way of getting the files I need on my USB, since I don't have admin privileges, the ability to install files, or access to torrents.

Running Windows 7 on this comp.

Yea thats a problem. But I don't think you need permissions for a torrent downloader. You already have the dvd, so its not illegal.

Installing the torrent downloader is the problem.

Know of any that don't require privileges to install?

You don't need privileges to simply download from FTP/HTTP, do you? If not, I'll download it and you can download it from my horribly slow 60KB/s up speed!

I can download from ftp/http yeah.

I can also download via p2p if I have a client that doesn't require permission to install.

I was able to install uTorrent on a Windows2000 restricted account fine. Windows XP host if it makes a difference. I was also told Transmission doesn't require admin privs but I'm not sure as I can't see a Windows download on their page.

Standalone or portable versions of software will work if you can't get them installed.

Okay I got everything I need, but now I need to know how to create a bootable USB/CD without admin privileges. I cannot install any programs whatsoever, and I'm running Windows 7.

The usual methods won't work since they require admin privileges.

Edit: you can view the registry values for parental controls that control whether its on/off and what apps are restricted, but I can't change those values via regedit. If anyone knows a workaround I can finish everything from there.

First things first. If you can just add the iso files to the usb, and boot it, it should work since it has an autorun.ini. Thats how I installed w7 from a usb. You may need ntfs format.
