It sorta turns on, but the touch screen doesn't work and the there is no light at all. Any ideas on how to fix this or am I fucked?

K, should I put it in anything? I saw on Apple's forums that some guy put his in a jar of uncooked rice and it was fine.

Pretty sure the reason things break when it gets wet is from the water droplets bridging connections that would otherwise remain separate, and shorting things out.
I don't see how a jar of uncooked rice would help anything ( Perhaps rice absorbs moisture, like Silica Gel? ), but just do what Slovach said; let it dry out and avoid turning it on.

Live in it a bowl of uncooked rice for about 2-3 days, don't touch it even if your tempted. It should dry out and work fine, if not, use your warranty.

Yes, don't turn it on. Water causes electronic components to bridge, short circuiting components fucking the whole electronic up. This is with any electronics, not just iPhone/iPod.
Let it dry. If rice absorbs moisture then do that.
Also you can use a blow drier.
Beware that if you use a blow drier, it has to be hot air and be sure you don't heat it so much that the soldering our components melt.
Heat it slowly over time.

Since its just water let it dry. I've washed everything from cellphones to gameboys to my ipod nano. Since its just water, there is no sugar to fuck the circuits so it should dry easily.

Who knows what else was in his toilet other then water. There could have been lemonade, or chocolate, if you get what I mean .

yes, you are, most likely, fucked. Happened to someone i know and it died, also if you tried turning it on, most likely it short circuited and that means you are f*cked. It would be best if you went to repairman. Btw it will corrode if it doesn't dry properly, which means...yeah you guessed it.

When I was little I dropped a gigapet in after i peed, but it still worked. Smelled bad though.
