Look at the image directly, download it, do whatever you want and it will be the same q. |
actually CEF does change the quality a little bit, there was a thread about this a while ago and I can't remember who, but they proved that the quality does change, but only slightly |

I have proven various times that CEF does not scale anything bigger than 1600x1200.
Search the various threads on how each argument was turned down and what your problem could be.

It could just be a problem with the way he exported it, mind showing the PSD? Also, pretty sure this is not vector(Guessing though, vector art is usually interpreted as a style).

Depends on how you interpret it; a vector is a style as well as a type of graphics.

A vector is a type of virus that can change the gene structure of a molecule if I remember correctly.
