Why? who is this orginization?
It is a type (3) that WOS receives i heard that it just dumps the packet but my MSN is receiving a TCP inbound from that Brasilian place, and i don't know what it wants to do?

If you are 100% sure you have no idea what that is, there is a possibility you are part of a botnet. Get comodo firewall (google it) and use that to block the connection and and other suspicious connections you get until you find the source of the problem.
