TV video and audio is broadcasted in Signals.
What the TV does is use a built in TV Tuner to decode the frequency into a graphical video and audio.
Now if you want to watch Television on your computer, then you will need a specific TV Tuner to decode that signal into a video.
TV's come with build in TV Tuners.
Computer's need to buy a PCI Card...
DVB-T (Terrestrial) is used for free to air television decoding.
DVB-S (Sattelite) is used for satellite television such as if you want to watch to from over seas, you will need a satellite decoder.
