Your processor may not support hardware virtualization.
What CPU do you have (post it's model number).

Couldn't you use VirtualBox or VMWare? I used some testing thing, it said I couldn't support the virtualization so I used VirtualBox and it worked.

VirtualBox and VMware are both programs that assist in running virtual OS, but in order for you to run it, the virtual OS still needs its own license.
e.g. You have a legit copy of Windows 7 Home Premium, you install VMware and install another copy of the exact same OS into it. This is a breach of the MS EULA as it indicated the OS may only be run on one device. Running in a virtual environment is consider as another device.
The plus side about Windows 7 Professional and above is you get to run Virtual PC and XP mode which is a fully license copy of Windows XP w/SP3 and the best part is this XP is absolutely free.
OP needs to provide model of cpu to determine if hardware virtualization is supported or not.

Do you have any "Virtualization Technology" option in your BIOS?

Why would you have a virtual machine with WinXP, when you already have XP mode in Win7?

Sorry for not being here before now, but it was MS asking me for WinXP mode BEFORE virtual PC.
I have also checked my BIOS for options. (Evene got my dad to take a look on it).
Anyway, its not a problem any more. I where just trying some diffrent "lock down" things for a friend of mine. But he found a solotion.
Btw, i also found this thing
HAV Check
