What do you mean by a "streaming computer"? A Home Theater (HT)PC?
What does it need to be used for, and would you/your friend mind building it from retail parts?

He seems to think that his steaming capabilities is limited by his PC, rather than his bandwidth. Tell him to get a better ISP.

Really any low-mid end build would do (with a good connection of course) for streaming. If he's got a PC now, he can probably pull it off...
