Why won't the refresh rate change from 59 hertz?

And whenever i try to install the drivers that aren't generic with windows 7, the installer crashes.

Are you sure your monitor can do anything other than 59?

Yes, i've done it on Vista+XP.

Also, when i list all available configurations, it comes up..it just won't switch. Whenever i go to check the refresh rate it's 59 again.


EDIT:

Managed to install the ATI Catalyst software through the command prompt, but still no luck changing the Refresh Rate.

Grr, even installed the Monitor drivers and still no luck.


EDIT:

Ok, now Windows is fucking confused. I switched the two monitors' inputs so they were reversed, and it seems to work? lol this is fucked up.

This seems to be either a Windows or a driver bug (though it does seem to come up on W7 often). I know Nvidia has had problems with this.
It's still sending the correct signal afaik, though you can try messing with the timing manually or using a different cable.

also, 60hz is more like 59.94 in reality in most LCD cases

Windows 7 reads the monitor EDID as 59Hz and doesn't round up to 60Hz like in older Windows OS. It's not an issue with drivers, it's how Windows 7 is. Even if you try to change the refresh rate to 60Hz (in NVCpl or similar), Windows 7 will reset it on reboot to 59Hz.
