Are you retarded? This card runs on the pci-e power supply all you need is any power supply to run this card, it wont put any load on the power supply because it runs directly from the pci-e bus. Then the cpu would help with your single core pentium.

if a GPU doesn't draw it's power from the PSU does that mean I don't have to change my PSU even if it is only 250W?
because i was hoping to buy this card:

how do I know if a card uses the PSU? or do I need a better PSU in general?

If it doesn't have a pci-e plug in it draws all power form the pci bus. I would highly reccomend getting what I suggested since it is under budget and you get a good cpu and a average gpu. Then save for a new psu and a new gpu :]

Requires removing the HSF (either 4 screws or clips securing it generally), cleaning the thermal compound off the CPU/HSF with rubbing alcohol+cotton swab, removing the CPU by pulling straight up (obviously), seating the new CPU, applying new thermal compound and reseating the fan. Can't see it taking more than 15 minutes.

no, replacing the heatsink is the hardest part. swapping the cpu takes 0 force, undo retention level, take out, put new one in.
FUCK pushpin heatsinks though. holy shit.
