I have around $225
This is the website of a pc store in my city called Cutting edge computers.
http://www.cuttingedgecomputers.ca/shopdisplaycategories.asp?id=19&cat=Graphic+Cards

Now I am having a very hard time picking out a new card. I want a card that's good for gaming (game doesn't have to be on max settings, medium or high is fine). Please select a card from the website I linked to and make sure it doesn't go over $225 including tax (GST + PST is 13% in my province)
Also, if needed, here is the information page on my computer.
http://h10025.www1.hp.com/ewfrf/wc/document?docname=c01717857&tmp_task=prodinfoCategory&lc=en&dlc=en&cc=emea_middle_east&product=3957633&lang=en

thanks.

I could, but my parents don't even know that I have $225 and am not even supposed to have that money. If I get a card delivered to my door they'll be asking a lot of questions. This is why I said please pick a card from the website as now I have to explain everything.
i know everything is overpriced but it's basically the only computer parts store we have.

This is the graphics card you should get and you should get based on your budget, you could probably get a better cpu too:

85.99 dollars
GPU:http://www.cuttingedgecomputers.ca/shopexd.asp?id=4147

133.99
CPU:http://www.cuttingedgecomputers.ca/shopexd.asp?id=3631

as Shota pointed out my PSU sucks pretty bad, so This is what I'm buying:

GPU: http://www.cuttingedgecomputers.ca/shopexd.asp?id=3391

PSU: http://www.cuttingedgecomputers.ca/shopexd.asp?id=605

total amount is around $235, which I can afford.

Even with a better PSU, you'll end up bottlenecking. You want to get better other stuff before you get a better GPU. Start with a CPU, although that won't be easy as you've got a socket 775. Someone else already pointed out this core 2 duo: http://www.cuttingedgecomputers.ca/shopexd.asp?id=3631 which would be a good choice.

You don't need a new CPU. Pentium Dual Cores (Allendale first-gen Core 2 Duo) are good enough, even with a bottleneck. Performance from dual core to dual core isn't usually enough to warrant buying an entirely new processor, especially on a tight budget.

I wouldn't go with a cheap PSU. At the very least, you should get this Cooler Master model, or step up to a higher-end OCZ PSU. It'll drain from your GPU budget though, so something closer to an HD 4850 or GTS 250 will be in your range.

I guarantee that if you get that PSU, it will explode. I guarantee it.

so for now I'll be getting this PSU:

http://www.cuttingedgecomputers.ca/shopexd.asp?id=2759

and this GPU:
http://www.cuttingedgecomputers.ca/shopexd.asp?id=3410

as you said I'll end up bottlenecking but I'm getting another $100 soon which will go towards a new CPU =/
