What is the best thing I could use to scan a file for viruses before I download it?

Save it, don't run it. It can't run itself without starting up initially. You can keep a virus on your comp completely safe as long as you don't run it. Don't restart either, they have a nasty habit of somehow sneaking into the startup folder. Just download it (save, not run), and scan on http://virustotal.com/

As SF said, many AVs scan your downloaded files while they're being downloaded and again after the file's been completely downloaded.
