If there is one thing you want to go overboard with, it's the PSU. You can always use it again in your next build, and if it fails chances are you are going to have to replace other parts anyways.

With that in mind, get either the 650W or 750W Corsair PSU. You can't go wrong.
I've had my eye on this for a long time. It is $60 dollars off, and then there is a $20 MIR. That's practically half-off, and it is Corsair quality. It has two 8-pin (6+2) PCI-E cables, which is perfect for my HD4870. Getting it as soon as I get another $20.

Hero is correct in that you don't want to skimp out on the PSU. If you overload it, it can take out other parts with it when it dies.

An 8600 doesn't pull much power, so of course it's fine on a 300w. There are other things to take into account besides whether or not it simply works with that 8600. If it's too hard of a load it may drastically reduce the lifespan of the PSU, may cause instability, and you may be operating well outside the efficiency range of the PSU and pulling a ton of power from the wall.

Generally speaking, a mid-range to upper mid-range card on a quality 400w PSU should be just fine, provided that most of the power is on the 12v rail(s). I would not recommend running an aftermarket video card on a 300w PSU unless it's lower end card.

He says he wants a card that doesn't cost much (its 50 bucks) to hold him over till April. A 8600 gt is a perfect example

The difference between DDR2 and DDR3 isn't very...significant. If the DDR2 card is cheaper, it would be better to go with that.

...it is a big difference. GDDR3 can be clocked at about twice the effective speed of GDDR2, and thus increased memory bandwidth and higher performance. 512MB is more than enough for most resolutions, although the 128-bit bus will probably end up being the bottleneck, for both the GDDR2 and GDDR3 versions.

if you getting a psu, why not just wait till black friday and get a card + psu?
and 9600gso really sucks as a budget card or a temp card
look for Albatron Radeon HD 4830 Green edition.
