newer versions of Windows will generally try to update your shit.
ATI will automatically unload the driver, clean whatever, do whatever, install and start it up without ever needing to restart.
I'm not sure if nvidia drivers can be updated without a reboot yet, though.

I wouldn't trust that one ..
The best way, IMO is still to go get them all yourself, off the respective sites.

Well, I don't know what OS you're using, but Device Manager for XP, Vista and probably 7 allows you to check and update them.
