which laptop should i buy?

1. Neo Élan L2270 N = http://neo.com.ph/products_elan_L2270_N.aspx
2. Neo Basic B2238 = http://neo.com.ph/products_basic_b2238.aspx

also, can i upgrade the parts like RAM GPU?
ive never seen RAM and GPU for laptop
if there is, can i have a link to a shop that sells it and ships to PH

Well the first one runs on FreeDOS, which is...not a good OS.

Second one is on Vista Home Basic.

Go for the second one.

SiS Mirage 3+ is up to only 256MB of Video

also first one haves a bigger screen and supports HD.

you can always change the OS.

2nd one, and upgrade it to premium. Home Basic isn't such a good OS.

If you get the first and plan to install a Windows OS on it, I would make sure drivers are available. I'm sure they probably are, but if not you've got an expensive paperweight (with FreeDOS installed). Or Linux.
