I've been looking at the S2409 by Dell, but it's slightly out of my price range. I've been trolling the dell site for a month, praying for it to go on sale, but it hasn't.
What I'm looking for:
23"+
1920x1080
HDMI
$230-
Windows 7 certification (?) (Some of them are advertising this so I assume it's a good thing to have since I'm using 7)
A simple base; I don't need one that swivels up and down and all around.
Any suggestions?

I assumed so. But I have no idea why they all make a big deal about it with the CERTIFIED sticker and all that crap.

Just popped into my head as to why monitors have that logo.
A few years back as I was searching for a monitor to someday play HD content like Blu-Ray, I've done intensive research on it and this is what I've found out (or as how I recall it).
Playing HD content such as Blu-Ray in its true form means you'll need to
1. Have a Blu-Ray drive (duh)
2. A resolution of 1920x1080
3. HDCP support
Requirements 1 and 2 aren't a problem as Blu-Ray ROM and a monitor to support that resolution are pretty cheap these days.
Requirement #3 is a tough one because if a monitor does not support HDCP then you are not watching HD content in it's true form, but degraded to that of lower than DVD quality (is that's how it goes? can't remember too much). What's interesting is that according to a magazine conducting a test on HDCP found out certain LCD monitors with HDCP support cannot even play a Blu-Ray movie (you get a black screen) while a CRT can.
The bottom of the line is this, in order to play HD content like it was meant to be, LCD monitors these days will have to sport a logo. A website said monitors will need to have a HDCP certified (not HDCP compliant) logo in other to properly watch a Blu-Ray movies.
The problem up till now is there are no monitors out there with a huge logo that says HDCP certified but a bunch of them just have a Windows logo sticker on it instead.
The windows sticker on is a replacement HDCP therefore
Logo: Works with Windows Vista or Works with Windows 7 means HDCP Compliant
Logo: Certified with Windows Vista or Windows 7 means HDCP certified.
Now don't take my word for it as this is what I've can remember from the sites I've read.

My sisters monitor which came with her emachines is 1900 x 768 I think. If thats a close enough size I think i could find out where to get it separately.
