Don't ask how, my brother infected his Hal.DLL, I'm just asking if an installation disk will fix that?

No, you can't get a installation disk for it.
Goto dēlēlēdēlēlē.ēcēoēm (take away the ē's)
and search "hal.dll" and just replace it with the existing one, easy.

You do know that he can't even boot properly when hal.dll is screwed, right?
Also pop in a Linux Distro for replacing hal.dll.

Also pop in a Linux Distro for replacing hal.dll. | This will be your best solution. If you don't have any CD's and have a flash drive, try Damn Small Linux for booting. If you don't have either, buy a back of 700mb CD's at wal-mart. About 4 bucks where I live.

The problem is I only have a 64 bit install disk, and it's a 32 bit.
This is the exact error that I'm getting:

Hal.dll isn't broken, but Windows can't find your boot drive.
Insert CD and hit repair, then edit the boot.ini file (bootcfg) to see if it finds your XP.
Replacing hal.dll will not fix the problem.

your hal.dll isn't broken, it's just missing.
Looks like your brother ran one of those hal.dll deleters
Or he used a crap anti virus with heuristics that detected a virus in hal.dll and deleted it without asking

One of my favorites. |
Use it to replace hal.dll. Copy it from system32 (of the disk).
Or just download a copy of hal.dll and replace it, using the same method above.

Get a linux distro to boot and access your HDD. You can boot right from the CD itself without installing anything. I recommend Ubuntu, it's very user-friendly.

And here's a copy of hal.dll from Windows XP SP3.
5.1.2600.5687 (xpsp_sp3_qfe.080930-1426)
